City of New York
Office of the Mayor
Endorsement of the United Nations Open Source Principles
The City of New York formally endorses the United Nations Open Source Principles, joining the City of Barcelona — the first city in the world to do so, in November 2025 — and more than sixty organizations worldwide already committed to this standard.
By this endorsement, the City commits to the following:
Software Principles
Open by default
Using open source software components to build solutions for the city is the standard and default approach to creating software. There are very few scenarios when open source isn’t appropriate.
- Secure by design. Making security a priority in all software projects.
- Design for reusability. Designing projects to be interoperable across various platforms and ecosystems.
- Provide documentation. Providing thorough documentation for end-users, integrators and developers.
Community Principles
Contribute back
Encouraging active participation in the Open Source ecosystem.
- Foster inclusive participation and community building. Enabling and facilitating diverse and inclusive contributions.
- RISE (recognize, incentivize, support and empower). Empowering individuals and communities to actively participate.
- Sustain and scale. Supporting the development of solutions that meet the evolving needs of the City and beyond.
In witness whereof, the Mayor of the City of New York affixes their signature below, this ____ day of ________________, 20____.
Mayor, City of New York
